Our goal is to train highly qualified doctors who have knowledge of clinical disciplines and research skills, have a fundamental understanding of medical science and are ready to make an important contribution to the development of health care in the Republic of Kazakhstan.

Initial information about the organization of the educational process you will receive in the 1st week of September (instruction). Also in the first week of training, students of the residency choose a curator, receive transcripts, draw up contracts and individual training plans.

During training, you will receive a large amount of information. In NC, all statements are written in the name of the Director of the KNZDIZ MOH RK. Samples and application forms (for the provision of academic leave, deductions on their own, for internship, etc.) are in the department of postgraduate education. You should solve all arising problems through the headman, the curator in a department of scientific management, the international cooperation and education.

The following basic concepts and definitions are used in this Guide:

Academic Calendar (Academic Calendar) - a calendar of training and control activities during the school year, indicating the days of rest (holidays and holidays);

academic period (Term) - the period of theoretical training, chosen by the higher education institution in one of three forms:

semester lasting 15 weeks, trimester lasting 10 weeks, quarter lasting 8 weeks;

the student's academic rating (Rating) is a quantitative indicator of the level of mastery of the program material by the student, compiled from the results of assessments by components of compulsory disciplines, related disciplines and a component of choice;

academic hour is equal to 1 contact hour (50 minutes) of lecture, practical (seminar) classes;

final attestation of students (Qualification Examination) - a procedure carried out to determine the degree of assimilation by them of the state compulsory standard of the appropriate level of education, the results of which provide an education certificate (diploma);

component of choice (Electives) - elective academic disciplines studied by students of choice within 7 weeks;

control of students 'educational achievements - verification of students' educational achievements in a particular discipline based on various types of control tasks (written works, tests, practical works, portfolios, oral surveys, etc.); it is subdivided into current control, boundary control and final control;

curator - a person assigned to the residency listener to master the necessary theoretical knowledge and practical skills, appointed from among the teaching staff for the specialty of training, providing training in residency;

prerequisites, post requisites (Prerequisite, Postrequisite) —disciplines that are obligatory for mastering, respectively, before and after studying this discipline;

Mid-term Examination (Midterm Examination) - periodical testing of students ’academic achievements carried out according to the approved academic calendar at the 7th and 14th weeks of each semester by the teacher conducting the training sessions;

ongoing monitoring of progress - a systematic check of students' educational achievements on each topic and / or section of the academic discipline, conducted by the teacher conducting the training sessions;

learning achievements of students - knowledge, skills, abilities and competencies of students, acquired by them in the learning process and reflecting the achieved level of personal development;

Curriculum (Curriculum) - the main document regulating the list and scope of educational disciplines of the corresponding level of education, the order of their study.


Evaluation of educational achievements of students of the residency for all types of control: the current control of progress, interim certification and final state certification is carried out according to a point-rating letter system. The level of educational achievements of students of the residency in each discipline is determined by the final assessment, which is formed from the assessment of the admission rating and the assessment of the exam, which consists of two stages: assessment of practical skills and assessment of the theoretical level of knowledge. The rating of the admission rating is made up of assessments obtained at seminars and practical classes, for the performance of independent work, duty, expert evaluation of medical records, patient supervision, sanitary-educational work, etc. At the same time, students' academic achievements are assessed on a 100-point scale for each task performed.

Evaluation of educational achievements of students of the residency in the discipline is carried out according to the formula

Training schedule. Classes are held on the individual curriculum of residents.

Exam schedule. Exam schedule is compiled at the end of the school year.

Study group. For training sessions, residents are organized in groups. The group should be no more than 5 people. The group selects the headman, who provides a link between the department of scientific management, international cooperation and education

For admission of residents to work in clinical medical and preventive institutions, overalls, a registered personal medical book and compliance with the requirements of the clinical base are necessary. At the beginning of the school year, each student must issue a sanitary book.

The clinical load of the residency student is established by the department and is regulated by years of study.

At the beginning of the school year, the residency student is provided with the original employment record, which is recorded and stored in the personnel department for the entire period of study in the residency. According to clause 14 of the Regulation on Residency “The term of training in a residency is counted in the work experience of a doctor and in the work experience in the specialty”. Residency students who do not have work experience bring new employment records.

To students of the residency who have been dismissed, but have not completed training in the residency, when issuing an academic certificate, no entry is made in the work record of the residency.

To students of a residency who have completed training in residency, a state-issued document is issued - a certificate of residency, the annex to the certificate and an entry is made in the workbook.

Military registration rules

All students of the residency must register with the district military enlistment office.


An individual agreement on the provision of educational services is concluded with persons who have entered the course of study.

The student of residency KNTSDIZ MZ RK has the right to:

1) free access and use of the book stock of the library and reading room;

2) the study of individual academic disciplines in other organizations of education and science of the Republic of Kazakhstan, having a license in the field of postgraduate medical education (residency);

3) obtaining additional educational services above the state standard for an additional charge during the holidays;

4) combining training with work (no more than 0.5 rates) in areas of activity close to his future specialty, in his spare time with the consent of the curator, head of the department and head of the postgraduate education department;

5) free expression of own opinions and beliefs;

6) respectful attitude on the part of employees and teachers;

7) for medical reasons, the student may be granted academic leave 

Residency students must:

1) are required to master the knowledge, skills, practical skills and competencies in accordance with the requirements of the GSO, to fulfill other requirements stipulated by the Charter of the center, the Internal Regulations and the contract on the provision of educational services;

2) timely prepare and submit for approval to the residency department an individual training plan;

3) to observe the established deadlines for registering for academic disciplines and introducing changes in the individual curriculum;

4) timely prepare and submit on demand a personal medical booklet;

5) to master academic disciplines in strict accordance with the approved individual curriculum;

6) attend all types of studies provided for by the curriculum;

7) timely perform all types of independent work of the student of the residency;

8) make a monthly duty schedule, in case of not going on duty to find a replacement, warning the curator and the headman of the group;

9) in the case of a valid reasonably valid pass, provide supporting documents to the postgraduate education department;

10) in the case of an illness or other valid reason, on the same day, notify the curator, the head of the group and the head of the department of postgraduate education.

Good reasons for absenteeism (illness, family circumstances, a call to the military registration and enlistment office, investigating authorities, etc.) must be documented. In case of illness, the residency student provides a medical certificate of the established sample. When you skip classes for a valid reason (a document must be submitted - up to 1 month. A sick-list or certificate of incapacity for work, more than 1 month - the conclusion of the VCC) - it is recommended to issue academic leave.

If the residency student does not submit a document confirming the reason If the student of the residency does not submit a document confirming the reason for the absenteeism, then, regardless of his explanation, the reason for the absences is considered disrespectful.

In case of a student being late for more than 15 minutes, the time for which he came after the start of classes is noted in the training journal. Three lateness of a resident listener to classes (more than 10-15 minutes) equals one pass without a valid reason.

For absenteeism without a valid reason, the following disciplinary measures may be applied to the residents of the residency:

1) the remark, on condition of admissions without a valid reason from 6 till 11 days;

2) a reprimand, subject to passes without a valid reason, from 12 to 29 days,

3) deduction, subject to a permit without good reason 30


Disciplinary penalties. The following types of disciplinary sanctions may be applied to a student for making a disciplinary offense against him:

1) the remark is made out by the order of the head of the department of postgraduate education and the director of KNTSDIZ MH RK;

2) the reprimand is executed by order of the head of the department of postgraduate education;

3) the deduction is made out by order of the Director of the KNTSDIZ MH RK.

The procedure for the application of disciplinary actions:

Disciplinary action is imposed on the student residency by issuing orders or orders. The department of postgraduate education, having received the report of the curator, is obliged to request a written explanation from the student of the residency before the application of a disciplinary sanction. The refusal of the student to residency from a written explanation can not be an obstacle to the application of disciplinary action. In case of refusal a corresponding act is drawn up. In determining the type of disciplinary sanction, the content, nature and severity of the disciplinary offense committed, the circumstances of its execution, the preceding and subsequent behavior of the resident student, his attitude to his duties should be taken into account. For each disciplinary offense, only one disciplinary sanction may be applied to a resident student.

  1. The resident listener is discharged by order

Directors of KNTSDIZ MZ RK for the following reasons:

1) at the request of the student, expressed in writing;

2) for health reasons on the basis of the certificate-conclusion of the CWC;

3) in connection with the transfer of the student to another educational organization;

4) for the failure of the individual plan;

5) for violation of the oath of the doctor;

6) for violation of the internal regulations of the institute: if a student of the residency did not start training classes in the current academic year or academic period without good reason within a calendar month from the beginning of the academic year (academic period); if the student of the residency did not start the studies without a valid reason within a calendar month from the end of the academic leave; if the residency student is absent from the studies without a valid reason for more than thirty (30) days in a row.


The curator of the resident listener (hereinafter referred to as curator) appoints an employee of the KNTSDIZ of the Ministry of Health of the Republic of Kazakhstan from among the teaching staff, by order of the Director of the scientific center, based on the decision of the meeting of the department of scientific management, international cooperation and education at the beginning of the academic year for a year.

The work of the curator is an important indicator of the professional activity of a teacher at KNTSDIZ and is taken into account when certifying an employee and concluding an individual employment contract.

The work of the curator is an integral part of the pedagogical activity and is included in the individual work plan of the teacher. The teaching load of supervisors is determined at the rate of 3 hours per week per student of residency.

In his work, the curator interacts with the department of postgraduate education, teachers of related disciplines, public organizations and other structural units of the center involved in the educational process. The Department of Postgraduate Education organizes meetings on methodological, theoretical and practical issues of the work of curators, exchange of experience of curators, and also provides organizational, methodological and technical assistance to the curator.

The main form of the curator is the individual work with each student residency. The curator must:

1) To acquaint the residents of the residency with the Internal Regulations, separation policy, orders, instructions of the Directorate of DECDB concerning training issues in residency, to plan activities for their implementation and to monitor their implementation.

2) Monitor the progress and discipline of the residents, timely organize the necessary assistance;

3) Keep in touch with interested structures and teachers;

4) To assist in organizational work, to promote the involvement of residents in research work and socially useful work.

5) to participate in the selection and appointment of the head of the group;

6) Regularly (at least once a week) holds meetings with supervised students of the residency.

7) Inform the head of the department and the department of scientific management, international cooperation and education about the work with the residents of the residency, their requests and needs.

The curator has the right to:

1) to participate in the discussion of all issues related to supervised residency students in the clinical department and the postgraduate education sector;

2) To make proposals for improving the forms and methods of educational, research, cultural and living conditions of residents of the residency, on the organization of internships in the summer semester in all administrative organizations and divisions of KNTSDIZ;

3) Attend training sessions supervised by students of the residency;

4) Maintain, when necessary, contacts with the enterprises that sent the residents to study;

5) To participate in making decisions on personal matters of the residents of the residency, to represent the residents of the residency to encourage or levy.

Supervision of the curator

1) The curator is directly subordinate to the head of the department. The head of the department monitors and organizes assistance to the curators in solving current issues.

2) The curator’s work is evaluated on the basis of a comprehensive analysis of the following academic and public indicators of residents: performance, labor discipline, participation of residents in the social life of the department, KNQDIZ, and research activities.

3) In order to control the work of supervisors after the end of the school year, the postgraduate education department conducts a survey of students in the residency.

A curator who works in bad faith with the residents of a residency can be discharged from duty with the use of disciplinary measures.


To facilitate the employment of graduates, an annual job fair will be held. Based on the rating score among the graduates of the residency, the personnel potential of the KNZDIZ of the Ministry of Health of the Republic of Kazakhstan will be replenished.

  1. Residency students enrolled on the basis of state educational and target orders are obliged to work in state and target medical organizations in the manner determined by the Government of the Republic of Kazakhstan.
  2. The provision of monitoring and control over the compliance by the persons specified in this paragraph with their responsibilities for working out or reimbursing budget expenditures in the event of non-processing is assigned to an attorney agent of the authorized education authority.
  3. The right to priority distribution to work in state educational organizations and state medical organizations have:

1) persons whose spouses live, work, or serve in a locality that has provided a vacancy, or a nearby locality;

2) persons whose one or both parents are persons with disabilities I and II groups, as well as persons who are guardians and trustees, permanently residing in the locality that provided the vacancy.

  1. Exemption from the duty to work out is provided by the decision of the commission on the personal distribution of young professionals to the following categories of young professionals:

1) to persons in case of absence of vacancies in a settlement or in a nearby settlement in the place of residence, work or service of a spouse (spouse);

2) persons with disabilities I and II groups;

3) to the persons who entered for further education in the magistracy, residency, doctoral studies;

4) pregnant women, persons who have, as well as independently raising, a child (children) under the age of three years.

Termination of the obligation to work out, without reimbursement of expenses incurred at the expense of the budgetary funds associated with training, occurs:

1) in connection with the performance of responsibilities for working out;

2) in connection with the death of the student (young specialist), supported by relevant documents;

3) in case of establishment of disability of I and II groups during the term of working off;

For non-fulfillment of the duty to work out, the young specialist is obliged to reimburse expenses incurred at the expense of budget funds in connection with his training, except for the cases listed above.
