Anti-corruption

 In order to implement the Decree of the President of the Republic of Kazakhstan dated December 26, 2014 No. 986 “On the Anti-Corruption Strategy of the Republic of Kazakhstan for 2015 - 2025” and in accordance with the Law of the Republic of Kazakhstan “On Combating Corruption”, the national action plan to combat corruption, the Concept of policy of the Republic of Kazakhstan, government and industry programs to combat corruption, the resolution of the board of the Ministry of Health of the Republic of Kazakhstan No. 6/1 of December 28, 2011 in order to create a mechanism of anti-corruption activities, improvement of anti-corruption education and training, the formation in the Company of a negative attitude towards corruption as a phenomenon, ensuring the transparency of the Company's activities to carry out a number of activities:

To prevent corruption by applying the following basic measures:

  • formation in the team of medical and non-medical workers of the Society of Intolerance to Corruption Behavior;
  • formation of intolerance to corruption behavior in patients of the Society;
  • the formation of the residents of the Society of intolerance towards corrupt behavior;
  • carrying out measures to explain to the Company’s employees and students the legislation in the field of anti-corruption;
  • creation of a mechanism for interaction of the Company's management bodies with law enforcement agencies and the Ministry of Health of the Republic of Kazakhstan, as well as with citizens on anti-corruption issues;
  • taking administrative and other measures aimed at attracting employees, patients, teachers and students to more active participation in combating corruption, to form a negative attitude towards corrupt behavior in the team, among patients and students;
  • Notification by employees of all cases of the appeal to them of any persons in order to induce them to commit corruption offenses;
  • creation of conditions for notifying patients of the administration about all cases of extortion of bribes from them by the Company's employees.
  • In order to strengthen the work on combating corruption in the Company, an Order of the Director established a Working Group that:
  • annually in January determines the main directions in the field of combating corruption and develops an action plan to combat corruption;
  • carries out anti-corruption within its authority:
  • implements measures aimed at preventing corruption;
  • carries out anti-corruption propaganda of all participants in the medical and educational processes;
  • carries out the analysis of appeals of employees, patients and students about the facts of corruption by officials;
  • develops recommendations based on inspections aimed at improving the Company's anti-corruption activities;
  • organizes work to eliminate the negative effects of corruption;
  • identifies the causes of corruption, develops and sends recommendations to the Director to eliminate the causes of corruption;
  • interacts with public authorities, as well as with patients and students on issues of combating corruption;
  • interacts with law enforcement agencies to implement measures aimed at preventing (preventing) corruption and identifying the subjects of corruption offenses;
  • informs on the results of the work of the Director of the Institute.

The Company carries out constant work to ensure the transparency of the Company's activities, one of which is widespread public information. The Company has special stands informing about the guaranteed volume of free medical care, an urn for citizens' written appeals has been installed. Feedback has been established with patients on the Company's website and a helpline has been established: 8 (727) 3974211.

Government procurement is carried out in accordance with the legislation of the Republic of Kazakhstan, in compliance with the principles of publicity, transparency, and democracy through electronic public procurement, and by order of the Director of the Company, the person responsible for the web portal - public procurement manager has been appointed.

In order to prevent discrepancies in clinical diagnoses, the Society operates a Clinical Council headed by a director, comprising leading staff of the Society and invited staff (professors, teachers) of departments and departments of dermatovenereology.

The Society also has a Council of Nurses, participating in preventive measures to combat corruption. Takes measures to quickly respond to any unlawful actions of staff and faculty.

Each illegal action is fixed by the protocol. Constantly work to improve the skills of employees. Due to the increasing professional demand, a highly specialized employee is less susceptible to corruption.

Considering the positive effect of the work being done to prevent corruption and other negative phenomena, the Company will continue to work in this direction in the future.
