Kazakh scientific center of dermatology and infectious diseases

In accordance with the Decree of the Government of the Republic of Kazakhstan of September 14, 2018, the Republican State Enterprise on the Right of Economic Management "Republican Center for Prevention and Control of AIDS" of the Ministry of Health of the Republic of Kazakhstan and the Republican State Enterprise on the Right of Economic Management The Ministries of Health of the Republic of Kazakhstan have been reorganized in the manner prescribed by law through a merger into Res Public state enterprise on the right of economic management "Kazakh Scientific Center of Dermatology and Infectious Diseases" of the Ministry of Health of the Republic of Kazakhstan with the introduction of the supervisory board.

Almaz Sharman (b. 1960, Ulytau, Karaganda region) - American Kazakh medical scientist, a specialist in biomedical and health and demographic research, international health and hospital management, a member of the American Health Association.

Sharman Almaz Toregeldievich developed a methodology for studying the prevalence of HIV infection using a nationally representative sample, which allowed the UN to reconsider the scale of the pandemic, reducing the estimated number of HIV-infected people in the world by 7 million. Under his leadership, the prevalence of anemia among women and children was studied in several countries, which formed the basis for the development of national programs to combat anemia and in the field of reproductive health. The scientist worked at Johns Hopkins University, and in Kazakhstan headed the National Medical Holding and worked as one of the leaders of the Nazarbayev University, where he worked on the development of an integrated academic university health system [1] [2] [3] Almaz Sharman is president of the Academy of Preventive Medicine of Kazakhstan [4] , as well as the co-founder and head of the network of HealthCity clinics in Almaty.

BIOGRAPHY

Born in 1960 in the village of Ulytau, Karaganda Oblast of Kazakhstan, in the family of doctors - Toregeldy Sharmanov, who was the Minister of Health of Kazakhstan in 1971–1982, and is currently the President of the Kazakh Academy of Nutrition, 5 and a radiologist Kulziya Askarova.

In 1982, Almaz Sharman graduated from the Kazakh National Medical University named after S. Asfendiyarov with a diploma of a general practitioner. In 1983 he entered graduate school at the Institute of Immunology in Moscow and in 1985 he defended his thesis on the effect of antioxidants and pro-oxidants on the immune defense. Later he worked in the field of clinical immunology and in 1991 he defended his doctoral thesis on mucosal immunology [2].

WORK IN THE USA

In 1991, after publishing articles in international scientific journals, Dr. Sharman was invited to work in the US, where he became an employee of the Immunobiological Center for Vaccine Development at the University of Alabama in Birmingham. During these years, he was also the director of a research program for resident doctors at the Birmingham clinics Montclair and Princeton. In 1992, at the initiative of the leadership of the University of Alabama at Birmingham, Almaz Sharman received a residence permit in the United States and at the same time became a research assistant at the University’s new biomedical research center [2].

INTERNATIONAL PROJECT OF MEDICAL AND DEMOGRAPHIC RESEARCHES (DEMOGRAPHIC AND HEALTH SURVEYS) AND PROJECTS IN THE FIELD OF ANEMIA AND HIV / AIDS

In 1994, Dr. Sharman was invited to work as a medical coordinator for an international demographic and health research project in Calverton, Maryland. Under his coordination, for the first time in the world, a study was started on the prevalence of HIV infection using the principle of a nationwide representative sample [6]. This study was conducted in collaboration with the Centers for Disease Control and the Joint United Nations Program on AIDS (UNAIDS). This methodology allowed the UN to reconsider the scale of the HIV / AIDS pandemic, reducing the estimated number of HIV-infected people in the world by 7 million.

Research results, led by Dr. Sharman, on the prevalence of anemia among women and children in Central Asia, Egypt, India and several other countries formed the basis for the development of national programs to combat iron deficiency in reproductive health [7] [8] [9] [ ten]. During these years, Almaz Sharman took American citizenship and became a research fellow at Johns Hopkins University [11]. The result of his research in the field of reproductive health was the publication in May 1998 of a monograph [10], as well as a speech in the US Congress, where they were given recommendations for the development of a US program of international technical assistance in the field of reproductive health.

WORK IN KAZAKHSTAN

In May 2001, Dr. Sharman was invited to work as an Advisor for Infectious Diseases of the United States Agency for International Development (USAID) on Central Asia, and later on as the head of the USAID office in Kazakhstan with the status of an American diplomat. During the period of work at USAID (2001-2006), Dr. Sharman’s activities were mainly focused on the implementation of preventive programs against the spread of HIV in Central Asian countries, as well as on the fight against tuberculosis and other infectious diseases. With his assistance, the Global Fund to Fight HIV, Tuberculosis and Malaria has provided grants to Kazakhstan, Kyrgyzstan and Uzbekistan for a total of $ 67.5 million. During these years, USAID joint efforts with the governments of Central Asian countries and international organizations have slowed the spread of the generalized HIV / AIDS epidemic in the region. In 2006–2008, the activities of Almaz Sharman were aimed at finding and implementing management technologies and standards in the health care system. In 2007, Dr. Sharman created the Kazakhstani representation of the multinational company Medtronic. On his initiative, the State Telemedicine Development Program for rural areas of Kazakhstan is being developed [12]. Currently, telemedicine covers more than 150 rural areas of Kazakhstan.

NATIONAL MEDICAL HOLDING

In May 2008, Almaz Sharman founded the National Medical Holding in the capital of Kazakhstan, Astana, became its first Chairman of the Board, and later (2010–2012) Chairman of the Board of Directors [13] [14]. Under his leadership, the clinics of the Holding were commissioned and a corporate governance system was created [15]. Now the National Medical Holding is a complex consisting of six scientific medical centers for 1500 beds providing services in the field of cardiac surgery, neurosurgery, emergency care, nuclear medicine, obstetric care, gynecology, pediatrics, children's rehabilitation and other areas of medicine.

During the management of the National Medical Holding, Dr. Sharman, for the first time in Kazakhstan, a system of corporate hospital management was introduced. On his initiative, in 2008, the process of international accreditation of hospitals of the National Medical Holding was started [14]. In March 2012, the Maternity and Childhood Center of the Holding received international accreditation JCI - the “gold standard” in the hospital management system [16]. Subsequently, JCI accredited the Center for Neurosurgery, the Cardiac Surgery Center, the Republican Diagnostic Center and the Center for Pediatric Rehabilitation for the Holding.

ACADEMY OF PREVENTIVE MEDICINE AND TECHNOLOGICAL DEVELOPMENTS

In 2013, Almaz Sharman was elected president of the Academy of Preventive Medicine of Kazakhstan [4]. Over the 20 years since the creation of the Academy of Preventive Medicine, a number of international studies have been conducted to assess the state of public health, as well as technological projects in the field of telemedicine and geographic information systems have been implemented.

The priority activity of Dr. Sharman is the creation of a private network of primary care and a private multidisciplinary hospital in Almaty. He founded the company HealthCity, which is engaged in the implementation of innovative principles of personal medicine (www.healthcity.kz). In addition, Dr. Sharman is developing a project to create a private multidisciplinary Almaty Mount Sinai Hospital as part of the development activities of Capital Partners (http://capitalpartners.ws/). The aim of the project is to provide a full cycle of high-tech patient-oriented medical services in accordance with safety requirements and high international standards, so that patients in Kazakhstan and in neighboring countries will no longer seek medical services outside the region.

Dr. Sharman created a web portal www.zdrav.kz, a Kazakhstani information resource dedicated to healthy behavior, quality of life and longevity [24]. They also developed a technological product, www.symptomaster.com, an innovative product of smart medicine, consisting of more than 100 algorithms that represent consistent logical solutions for interpreting the symptoms of many diseases and making informed decisions on further diagnosis and treatment by patients.

Almaz Sharman is currently developing a technology product www.vitalem.kz that provides information resources for those who want to join a healthy lifestyle. In addition, he developed a resource www.medintel.kz, aimed at empowering the differential diagnosis of diseases using artificial intelligence technology.

CHARITY

Almaz Sharman is the Chairman of the Board of Trustees of the Asyl Miras Bulat Utemuratov Charitable Foundation (www.asylmiras.org). Currently, the Foundation’s main activities are aimed at helping children with autism. Dr. Sharman is also a member of the scientific council of the international charity Spoon Foundation (www.spoonfoundation.org), which is engaged in helping children of developing countries suffering from malnutrition.

Dr. Sharman is a popularizer in medical science, speaking on television [25] [26], TEDx conferences [27] [28] and publishing online blogs [29] [30], non-fiction books on health [31] [32 ], as well as materials in newspaper and online publications [33] [34] [35] [36] [37] [38] [39] [40] [41] [42]. On the initiative of Dr. Sharman, the VitAlem coalition was created to promote a healthy lifestyle and create conditions for active longevity (www.vitalem.org).

The author of 40 publications, including 4 monographs, Almaz Sharman is an adviser to the Minister of Health and Social Development of Kazakhstan, was a member of the International Society for Immunology of mucous membranes, Vice-Chairman of the Country Coordination Council of the Global Fund to Fight HIV / AIDS, Tuberculosis and Malaria, and an expert of the World Health Organization in the field of health parameters research (World Health Surveys).

FAMILY

Her spouse, Dana Sharman, is a trained obstetrician-gynecologist, she graduated from a magistracy at Johns Hopkins University, USA, and heads the Global Technology Network, where she promotes telemedicine, geographic information systems, and mobile information and communication technologies in health care. Niece - Alua (born in 1981) graduated from the University of Maryland and lives with her son Connor (born in 2006) in Baltimore, USA, where she works as an individual entrepreneur. Son Torekhan (born in 1991) graduated from the University of Michigan and lives in Seattle (USA), where he works as a software engineer for Cribspot. The youngest son Oscar (born in 1993) graduated from the George Washington University and works for the transnational company KPMG in Washington.
