The number of new HIV cases registered in Kazakhstan has decreased: how does GOBMP affect this?

Over the past five years, the volume of medical care to the population in Kazakhstan has increased significantly, which has a positive impact on HIV treatment, diagnosis and prevention.

With the entry into force of the new Constitution, a new stage in the development of the state's social policy begins, where human health is consolidated as one of the key national priorities. One of the most important constitutional principles is the volume of medical care guaranteed by the state.

Basic medical care is provided to all citizens, regardless of their insurance status in the compulsory social health insurance system.

In accordance with the Code of the Republic of Kazakhstan "On the Health of the people and the healthcare system", medical care for HIV infection is provided within the framework of the GOBMP.

The number of HIV tests has grown from about 3.1 million in 2020 to 4,947,736 in 2025, which corresponds to the testing coverage of 22.4% of the country's population. On average, about 412 thousand studies are conducted per month, or about 13-14 thousand daily.

After the growth observed in the post-covid period, 3,426 new HIV cases were registered in 2025, which is approximately the same as in 2020. According to operational data, 1,343 new cases were registered in the first five months of 2026, which is 12.6% less than in the same period last year.

Rapid testing is expanding in the country, the number of patients receiving antiretroviral therapy is increasing, pre-exposure prophylaxis (PrEP) is developing, and modern digital patient support technologies are being introduced.
