The staff of the KSCDIZ continues to study the new Constitution of the Republic of Kazakhstan. At a team meeting on May 13, Gulzhakhan Akhmetova, Head of the Epidemiological Monitoring Department, introduced the main novelties of the document to the audience.
She briefly discussed the constitutional amendments adopted following the referendum on March 15, 2026, and their significance for the healthcare system.
The main idea of the new Constitution is a human—centered approach, where a person, his life, rights and health are the highest value of the state.
Previously, the main focus was on providing medical care, but now the Constitution strengthens the role of prevention, public health, and living conditions (ecology, nutrition, and lifestyle).
Previously, the system mainly reacted to the disease, but now it must work to prevent it and preserve the health of the population.
If earlier there were just general guarantees of privacy, the new Constitution strengthens the protection of personal data, medical information, and digital communications.
Confidentiality requirements are increasing, which is especially important for HIV and STIs. The responsibility of health workers is increasing.
The new Constitution:
strengthens the priority of a person and his health,
increases the requirements for the quality of medical care,
strengthens the role of prevention,
strengthens the protection of patients' rights,
and makes the system more flexible and manageable.
Thus, the Constitution of 2026 is not just an update of norms, but a transition to a new model of the state, where healthcare plays a key role in ensuring the quality of life of the population.
