Discussion on optimizing the procurement process of ARVs

Representatives of the KNCDIZ of the Ministry of Health of the Republic of Kazakhstan, the National Center for Expertise of Medicines and Medical Devices, UNICEF, SK-Pharmacy LLP, the National Institute of Intellectual Property, civil sector experts discussed on December 6 in Astana the optimization of the procurement process of ARV drugs and simplification of the national procedure for registration of medicines in the Republic of Kazakhstan.

The organizers of the event - the Central Asian Association of People Living with HIV and the Coalition for the Right to Health presented a legal justification for amending the Order of the Minister of Health of the Republic of Kazakhstan dated June 7, 2023 No. 110. "On approval of the rules for the organization and procurement of medicines, medical devices and specialized medical products within the guaranteed volume of free medical care, additional medical care for persons held in pre-trial detention centers and institutions of the penal (penitentiary) system, at the expense of budgetary funds and (or) in the system of compulsory social health insurance, pharmaceutical services".

The participants discussed issues related to the cancellation of re-examination and registration of medicines and medical devices in the territory of the Republic of Kazakhstan if they already have WHO retraining, and/or they are already registered in countries with strong regulatory policies.

At the working meeting, proposals were presented to amend paragraph 7 of Article 245 of the Code of the Republic of Kazakhstan "On the Health of the People and the Healthcare System" regarding the sale of medicines purchased under the GOBMP through a Single distributor on the basis of approved marginal prices for an international nonproprietary name.

Another relevant topic of discussion was proposals to the authorized body on amendments to the Order of the Minister of Health of the Republic of Kazakhstan dated December 11, 2020 No. KR DSM-247/2020 "On approval of the rules of regulation, formation of marginal prices and margins for medicines, as well as medical devices within the framework of the GOBMP and (or) in the system of compulsory social health insurance".

The participants also discussed the mechanism for the formation of an application for antiviral drugs for the treatment of HCV in people living with HIV at the level of HIV prevention centers within the budget funds for outpatient drug provision.
