Community monitoring: models, mechanisms, practices

This meeting took place on November 20, the day of Kazakhstan's accession to the World Campaign under the motto "Leadership to communities".

The organizers: The Kazakhstan Union of People Living with HIV and UNAIDS gathered representatives of state, international, non–governmental organizations, civil activists on a dialogue platform to discuss a topical topic - models, mechanisms, successful practices and examples of community monitoring.

President of the Kazakhstan Union of PLHIV N.Amanzholov noted that HIV monitoring conducted by the community is an accountability mechanism for improving the quality of services and their accessibility. This is one of the components of the community's response to HIV.

A. Bokazhanova, (UNAIDS) said that one of the successful practices in the Republic of Kazakhstan is the reduction of prices for ART. The work in this direction of the Kazakhstan Union of PLHIV together with international organizations and the CNCDIZ has been carried out since 2014. The reduction was achieved for individual drugs by 40 times! Another successful practice is the website Pereboi.kz . The site's information is actively used in advocacy work.

The plans of the Global Fund to Fight AIDS, Tuberculosis and Malaria project for 2024-2026 were presented by T. Davletgalieva, the national coordinator of the GF project, and A. Smagulova, a specialist in inclusive development of USAID, with community monitoring, according to the PEPFAR manual.

The participants noted that community-based monitoring is successfully practiced in Kazakhstan today, which contributes to changes in legislation and algorithms of work of state institutions.

Monitoring enables community groups to perform supervision and control functions themselves. Community—based monitoring data form an array of evidence-based data on which measures are effective and which are ineffective, and what needs to be corrected, with specific suggestions on what to do to improve the results.
