East Kazakhstan Region has prepared an application for the allocation of a state social order for HIV

How to increase the effectiveness of the implementation of the state social order for the provision of HIV prevention, care and support services in the East Kazakhstan region?

This was discussed and argued at a round table in Ust-Kamenogorsk on October 31 by representatives of state, non-governmental and international organizations. The event with the participation of CNDDIZ was organized within the framework of the EpiC project “Achieving goals and continuing measures to control the epidemic" by USAID.

Among the participants: D. Rypakov - chairman of the regional Maslikhat, deputies of the Maslikhat, representatives of the administrations of the Akimat of the region.

B. Baiserkin, Director of the CNDDIZ, noted in his speech that the activities of NGOs in the HIV response system are very relevant today. They have access to key groups and influence the reduction of stigma and discrimination against people living with HIV. There is a high prevalence of infection and drug use in East Kazakhstan region. Therefore, it is important that NGOs have a state order. In general, the number of NGOs in the country has increased from 5 to 14 over the year, working with key population groups and receiving state support in 9 regions.

B. Asembekov, EpiC consultant, spoke about the important role of NGOs in the sustainable control of the HIV epidemic. A stable, constructive partnership between the State and NGOs contributes to the achievement of common goals in response to HIV. The participation of NGOs can contribute to the retention and increase the effectiveness of State-provided services. In most countries that are switching to national funding, the spread of HIV is at a concentrated stage, i.e. among key population groups.

To. Askarov, the chief physician of the HIV Prevention Center in Astana, presented a positive experience. There are three NGOs working in the field of HIV in the capital: the Human Health Institute, the Step into the Future, and the Life in Spite Of. In 2022, the state social order was allocated in the amount of 42.5 million tenge.

The participants identified the following advantages of the state social order for NGOs:
• increased access to resources,
• increased capabilities due to increased resources and staff,
• potential opportunity to influence public policy and improve approaches to the problem,
•reducing stigma and discrimination
• more stable financing,
• more opportunities to realize your mission.

The round table ended with a discussion of practical steps to support the budget application of the East Kazakhstan Health Department for the allocation of funds for projects of the state social order for HIV prevention. The Regional AIDS Center has prepared a budget application for the amount of 29.7 million tenge.
