Studying the experience of Moldova

On February 24, an online seminar was held for employees of regional AIDS Centers, international and non-governmental public organizations implementing a grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria to study a differentiated approach to financing NGOs based on the experience of the Republic of Moldova.

The event was opened by I. Petrenko, Deputy Director of KSCDIZ. She noted that today the issues of differentiated payment for NGOs will allow stimulating and motivating AIDS service organizations to work more effectively to combat HIV infection and, of course, will have an impact on curbing the HIV epidemic.

G. Ionashku, Director of the UNAIDS Office in Central Asia, delivered a welcoming speech.Yu. Klimashevsky, National Coordinator of the National Program for the Prevention and Control of HIV/AIDS and STIs of the Republic of Moldova, spoke in detail about the mechanism for monitoring and validating HIV prevention services and psycho-social support services for people living with HIV.He noted the need for a division into basic and additional services of outreach workers, as well as the mandatory development of evaluation criteria. Validation of each beneficiary is carried out twice a year.The salary depends on the validation criteria, and a system of incentives and bonuses has been developed. For reports, instead of numerous papers, a mobile application was created. One of the results - coverage of preventive services reached in 2021: PWID - 59%, SW - 48, MSM -29%.Colleagues from the Republic of Moldova shared other aspects of the experience of successful work with non-governmental organizations.
