Currently, about 3.6 million people in Kazakhstan do not participate in the Mandatory Social Health Insurance (MSHI) system.

Of these, around 1 million people fall into crisis and emergency levels of social vulnerability and are unable to pay contributions on their own. Starting from January 1, 2026, contributions to MSHI for these citizens will be paid by local executive authorities. As a result, they will be insured and will be able to receive the necessary medical care under the MSHI system.

In addition, local budgets will take over the responsibility of paying contributions for officially registered unemployed individuals. Previously, payments for them were made from the national (republican) budget.

Please note that insured individuals are entitled to the following services free of charge: diagnostics, consultations with doctors, planned surgeries, treatment, rehabilitation, and more. To receive medical care, it is necessary to be registered with a polyclinic at the place of residence.
