Dialogue platform for strengthening partnerships

On April 14 in Almaty, representatives of state, international and non-governmental public organizations discussed topical issues of prevention, diagnosis and treatment of HIV - infection, expansion of services, strengthening cooperation in the light of the concept of "hearing state": from words to action.

The organizer - KNDCDIZ, in partnership with the Global Fund to Fight AIDS, Tuberculosis and Malaria, held a dialogue platform to strengthen partnerships between the public and non-governmental sectors.- As you know, the concept of a "hearing state" was developed to transform the relationship between the state apparatus and the population. Therefore, to discuss the most pressing problems in countering the HIV epidemic, we invited representatives of international and non-governmental public organizations to our dialogue platform, - said A. Abishev, director of KSCDIZ, in his welcoming speech.The participants noted that today the coverage of prevention programs for all key groups exceeded the target indicators (PWID amounted to 61% with the target of 60%, SWs, respectively, 93% - 80%, MSM - 22%, - 20%). Awareness of HIV status on average in the country is 81% (2020–79%), and varies by region from a minimum of 73% in Karaganda region to a maximum of 94% in East Kazakhstan.Discussions focused on drug provision for people living with HIV, including migrants who arrive in the country from Russia and Ukraine in connection with hostilities. In general, the implementation of the indicators of the UNAIDS 95-95-95 strategy as of April 1 of the current year is:83 percent of PLHIV know their status, 81% of them use ART, 86% of them suppressed viral load.The participants discussed the possibilities of expanding prevention services based on NGOs, barriers to interaction between non-governmental organizations and key groups with AIDS centers, billing of preventive services for key groups, the contribution of NGOs to the promotion of pre-exposure prophylaxis. The topic of strengthening sustainable financing mechanisms for HIV programs within the framework of the allocation of state social orders was a topic of particular discussion.
